A company is opening a new country
First open roles in a country where they had none before. A step-by-step playbook: what the signal means, whom to write to, what to say and how to measure it.
How do you find companies that are expanding into a new country?
Look for companies posting their first job ads in a country where they had none in the past twelve months. A first country manager or first sales hire means a launch is under way, with many decisions to make at once: entity, payroll, office, local hiring and go-to-market. Find whoever runs the launch and offer something that makes the first months easier.
Why does the new market entry play work?
Opening a new country turns one company into a buyer for many vendors at once, and the people running the launch usually have no local network yet.
One launch, many decisions
Entity or employer of record, payroll, contracts, office, local hiring, banking. Each is a purchase, and they all come within a few months.
They start without a local network
A US team entering Germany does not know the local providers. The ones who reach them early get on the shortlist.
The postings show the plan
Sales roles first means a market test; engineering first means a hub. The city and the titles tell you what they will need.
The launch lead is easy to find
A first country manager, a GM, or the executive the launch reports to.
What counts as a new market entry?
All of these:
- Job postings in a country where the company had none in the previous 12 months.
- Posted within the last 90 days.
- From the company's own careers page or ATS, not a recruiter.
- Stronger: a country manager, GM or first sales hire among the roles.
What looks like the signal but is not
- Remote roles open to many countries
- "Remote, Europe" lists dozens of countries without a plan to open any. Count roles tied to a city or a country.
- Presence under another name
- An acquired company or a subsidiary may already be there. Check whether the group already hires in that country.
- One-off hires
- A single engineer in a new country is often someone who moved. Look for several roles, or a leadership role.
- Recruiter postings
- Agencies sometimes post roles to test a market. Count only the company's own career system.
How to run it, step by step
Six steps in the same five-part frame as every play. Each step says what you are after, why it matters and how to do it with any tools; the Breaknorm boxes show the shortcut.

Pick the home market and the target country
Goal. The kind of company you serve, and the country where you can help them.
Why. Your help is local. A German payroll provider cares about companies entering Germany, wherever they come from.
How.- Choose the country where your service works.
- Choose the home markets you want: often the US and UK for European launches.
- Describe the kind of company in plain words, and set a size range.
Set the home market
search_companies{ "hq_country": "US", "describe": "B2B software", "employees": { "min": 50 } }You end withA defined pool of companies that could enter your country.

Find first roles in the new country
Goal. Companies that started hiring in your country in the last 90 days, with none there before.
Why. The first postings are the earliest public sign of a launch, and the moment when most of the vendors are still to be chosen.
How.- Look for roles in your country, posted in the last 90 days.
- Keep companies with no roles there in the previous 12 months.
- Rank launches with a country manager or first sales hire highest.
The filters behind it
search_jobs{ "hiring": { "country": "DE", "first_in_country": true, "posted_within_days": 90 } }You end withA list of launches, with the city, the roles and the first posting date.
- 03Who
Find who runs the launch
Goal. The person accountable for getting the new country running.
Why. Launch decisions are made by one person or a small group, often outside the new country. Writing to the local recruiter misses them.
How.- If the country manager is already hired, start there.
- Otherwise, the VP International, COO or CEO the launch reports to.
- Look at who is hiring the first roles; the hiring manager is often the launch lead.
Find the launch lead
search_people{ "titles": ["country manager", "general manager", "vp international"], "company": "fleetora.com" }You end withOne named launch lead per company.
- 04Find
Get an email that is verified
Goal. A working address for each launch lead.
Why. Launch leads are often new to the company too, so older data may not have them. Verify before you send.
How.- Find the address from the name and the company domain.
- Verify it at the mail server.
- Hold contacts whose address cannot be confirmed.
Find and verify with Breaknorm
find_email · verify_emailfind_email({ "name": "Sarah Kim", "domain": "fleetora.com" })You end withA verified email per launch lead.
- 05Say
Offer help with the first months
Goal. A message about their launch, with something useful for it.
Why. A team entering a new country has more questions than local contacts. A useful answer to one of them earns the next conversation.
How.- Name the city and the roles from the postings.
- Name the questions teams usually hit early in that country.
- Offer something practical for those questions and ask if you can send it.
You end withOne message per launch.
- 06Measure
Run it monthly and follow the launch
Goal. New launches each month, and a view of which ones reply.
Why. Launches move slowly. A monthly run catches new ones, and a second wave of roles is a good reason to write again.
How.- Re-run the search every month.
- Tag each launch with the country and whether sales or engineering came first.
- Write again when a second wave of roles appears.
You end withA monthly list and a note on which launches reply.
A worked example, start to finish
One launch, through every step. The company and the person are invented; the steps are the real ones.

What to write to a company opening a new country
A short email that gives before it asks: something useful for the situation they are in, not a meeting request. Why each line is there:
Hi Sarah, I saw Fleetora posted its first roles in Germany: a country manager and two account executives in Berlin.
Teams hiring in Germany for the first time usually run into the same questions early: contracts and notice periods that work differently from the US, and how to pay people before there is a local entity.
We put together a checklist for the first German hires: what to decide before the first contract is signed, and what can wait until the team is bigger.
Can I send it over?
When not to run this play
- Your service is not available in the new country.
- The roles are remote and open to many countries.
- The company already has a team there under another name.
- The launch is more than a year old; most decisions are made.
- You write to the recruiter who posted the roles.
How to measure whether it works
Track a few numbers per batch and compare them over time. What counts as good depends on your market, so the trend matters more than any benchmark.
- Reply rate by target country
- If you serve several countries, see which launches answer.
- Reply rate by first role type
- Sales-first launches and engineering-first launches need different things.
- Yes rate to the offer
- How many say yes to what you offered.
- Meetings per 100 launches
- The number that tells you whether the play is worth the monthly time.

Questions about this play
How do you know a company is expanding to a new country?
Its first job postings in that country, after none in the previous year, are the earliest public sign. A country manager or first sales hire among them makes it almost certain.
Who should I contact at a company opening a new market?
The person running the launch: the country manager if hired, otherwise the VP International, COO or CEO the launch reports to. The hiring manager on the first roles is often the right person.
Is a remote job posting a sign of expansion?
Rarely. Roles open to many countries say little about a plan. Look for roles tied to a specific city or country.
How early is too early?
The first postings are the right time. Before that there is no one to write to; a few months later, most vendors have been chosen.
Can I run this play without Breaknorm?
Partly. You can follow the careers pages of companies you expect to expand. Spotting first-time postings across a whole market, and telling them from remote roles, needs a hiring data source.
